Special Owners Meeting - Water Billing | January 22, 2026

Oaklawn Park is having a special owners meeting on Thursday, January 22, 2026 starting at 5:45 PM. The online link to attend online will be sent to owners by Focus Property Management. We plan to have in-person attendance space for those who prefer attending in-person. Information about the location will also be sent by Focus to owners.


Oaklawn Park currently has ONE City of Bloomington Utilities “CBU” water meter for all 167

units. When the community was constructed, each unit had a water submeter installed – and

those submeters were manually read every month, with actual usage billed back to the units.


However, at some point in time, when comparing the billbacks based on the submeter readings versus the CBU water meter reading, it was discovered there were ongoing, monthly shortfalls.


Meaning, what the HOA was invoiced and paying to CBU was more than what was being

invoiced to (and collected from) the owners. The HOA was not covering the water expense.

Options for billing back utilities are regulated by the Indiana Utility Regulation Committee

“IURC”. The IURC approved options for utility billbacks – submeters, prorate usage based on

number of occupants, prorate usage based on square footage. In 2020, the Oaklawn Park

homeowners approved a water utility billback based on the square footage prorate.


The water usage in Oaklawn Park has continued to gradually increase. With the total water use in the neighborhood increasing, water costs and billing also increase. Many owners have

requested a resolution to the square footage prorate.


Focus Property Management has researched options for adding back individual water meters to each unit. There are possible benefits and possible challenges no matter which decision is reached. There will be additional costs to install, operate, and maintain any new water meters. These costs would need to be paid by the owners of each unit. With all of this in mind, the Board is calling a special meeting to share information about the options including costs, benefits, and possible challenges either way to seek unit owner input on this matter. If this is a matter of interest to you as an owner at Oaklawn Park, we would encourage you to attend.
