2026 Annual Meeting
2026 Oaklawn Park President's Statement (Kyle Thompson)
During our just over one year with Focus, we have completed the replacement of the final of the original roofs which has been by far the biggest expense of the community over recent years.
We’ve been able to resurface the road at the entrance at Sare Rd and have been able to patch up some of the areas where our road surfaces were at their worst. As part of that, we were able to complete the “sidewalk to nowhere” by the entrance.
Focus has been working with owners on door and window replacements on a regular basis. Those replacements will be ongoing (and a significant expense) as the property ages.
We’ve updated the landscaping in front of the entrance sign. We’ve started the process of removing lambs’ ear overgrowth from the Southeastern corner of the neighborhood (areas yet to be mulched again). We’ve approved adding a few shrubs to the Southeast area. We’ve approved removal of some large, dead trees. We’ve approved tree trimming of some of our older trees. We’ve approved removal of the dying Alberta Spruces throughout the neighborhood. Budget allowing, we have plans to replace sooner rather than later some of the Albert Spruces at the outside corners of each building. We would love to make landscaping improvements in front of each building; that will require the budget to do so. We need to also plant replacements for the dead evergreens along Sare Rd that are being removed.
We have other various maintenance and update projects that our outlined in the agenda.
We’ve added new, individual water meters to all but 4 of the 167 townhomes. This has just confirmed likely what we had feared; there seems to be a large loss of water somewhere in Oaklawn Park for which we are all equally paying. We’ve had the City of Bloomington come to calibrate our water intake into Oaklawn Park. We’ve had professionals here searching for leaks. None were able to be found. They were so baffled at not finding a leak that they did not charge us for their efforts. Suzzane continues next steps, and I will let her address those more specifically.
I just want to make clear that the board is fully aware of how large a problem this is for all of us. The board works on a voluntary basis. We pay the same share of the water bill as everyone else, and this has been equally concerning for us. It is a mystery; it is one Focus and any Oaklawn Park board will have to continue to try to solve.
As part of our water issue discussion today, I also want to ask Dave to address past searches for water leaks; this is, unfortunately, not a new challenge.
It is a challenge that will come with unknown, but likely large, expenses. It is this for this current lack of clarity in our upcoming expenses that we’ve not yet proposed a finalized budget for 2027. Our by-laws have the board set the budget and then present that to owners at the annual meeting or at a special meeting called for that purpose. Our plan is to continue to explore the water situation, and, if and when, we know more, establish the budget based upon that knowledge. We will then call a special meeting to present that budget.
With all of that, we still need to maintain and make improvements to Oaklawn Park. Costs of maintenance and improvements continue to increase. That means our budget needs to increase as well.
You should expect that just maintaining (not improving or adding) the landscaping to cost about $100,000 per year now.
Garbage, if people don’t leave large items outside the dumpsters, is a solid $25,000 expense. It’s more if you leave your sofa by the dumpster.
Property management, if we don’t need special projects, is around another $25,000.
One leak in October 2025? Over $30,000.
Large storm with damaged trees? Thousands of dollars.
Large snowstorm? Thousands of dollars.
The best bid to resurface our roads last year (not including parking spaces)? A quarter of a million dollars.
We need to prepare to replace our siding. We need to be painting doors and outside trim. We need to maintain wooden decks.
We need to build our reserve fund significantly for these expenses or we will all be surprised by large special assessments in the future.
Dues did not increase in 2026. Expect then that dues will need to increase in 2027. What that will look like will depend largely on what we learn about the water situation in the next months. It is also possible that if the water leak comes with a very expensive price tag, we will need to call for a special assessment.
Through all of this, I feel very strongly that we all deserve to live in a nice neighborhood. We need to protect your investment in your property. Whether you want to sell your home or leave it to a loved one, the value of that will be determined by whether or not Oaklawn Park is maintained and improved. If you live here, I want you to be able to be proud of where you live. I want the children living here to not be ashamed to bring their friends to their neighborhood. If I continue on the board, I will continue to advocate for not only maintaining Oaklawn Park but making improvements where we can.
